Former influential CHRB chairman, Chuck Winner, dies at 81, Wife and Family

Former CHRB Chairman Winner Passes Away at the Age of 81.

Chuck Winner, an internationally recognized expert in public relations, crisis communications, and campaign management, died on March 24 from natural causes after serving on the California Horse Racing Board from 2012 to 2019, five of those years as chairman. He was 81 years old when he died.

Winner was appointed to the California Horse Racing Board by Governor Jerry Brown in 2012. Winner has been involved in politics since he was 18 years old, and he ran Brown’s first governorship campaign. He previously worked on Brown’s father, Pat Brown’s, gubernatorial campaign. Pat Brown was elected governor of California in 1958 and served from 1959 to 1967.

Winner worked for the Democratic National Committee while at UCLA. At the Democratic National Convention in Los Angeles in 1960, John F. Kennedy was nominated for President.

“I drove Kennedy when he was here for the convention,” Winner told BloodHorse in 2016. “After he got nominated, I got a call asking me if I wanted to go to work for Young Citizens for Kennedy.”

Winner led the CHRB through difficult times as chairman, most notably during the winter of 2019 when a string of equine fatalities at Santa Anita Park drew international attention. According to the CHRB, he was a driving force behind better safety measures for horses and riders, resulting in improved equine health and welfare across California.

After advising California Gov. Gavin Newsom’s office that he would not be seeking reappointment after he completed his second term as a racing commissioner on July 26, 2019, Winner said, “It’s been a challenging yet fulfilling seven years. My colleagues and I have faced some challenging and critical issues. I hope that we have made a positive difference.”

Under Newsom’s leadership, the CHRB’s composition began to evolve in 2019, as he attempted to replace board members with direct, current ties to the horse racing industry. Winner, who got into racing in the late 1980s, owned or had a stakes horse in a number of graded stakes races.
