What happened?

An anesthesiologist in Dallas was taken into custody on federal criminal charges on Wednesday, according to a statement released by the United States Attorney’s Office. The anesthesiologist is accused of injecting nerve blockers and other medications into patient IV bags at a surgery center, which resulted in the passing of one of his coworkers as well as multiple cardiac emergencies.

who is Raynaldo Rivera Ortiz

On Wednesday, a man named Raynaldo Rivera Ortiz Jr., 59 years old, was taken into custody by the Dallas Police Department in Plano, Texas, as stated by both the Dallas Police Department and the United States Attorney’s Office. He is accused of purposefully adulterating medications and purposely tampering with a consumer product that resulted in a fatality.

“Even though it would be cause for concern if there was only one incidence of an apparent attempt to cause harm to a patient, the fact that there have been multiple such incidents is extremely worrisome.

What did US Attorney Chad Meacham say?

According to statements made by the United States Attorney Chad E. Meacham, “At this time, however, we believe that the issue is contained to one person, who is presently in jail.”

The Department of Justice, along with our tireless colleagues at the Food and Drug Administration’s Office of Criminal Investigations and the Dallas Police Department, will make every effort possible to bring him to justice and hold him accountable for his actions. In the meanwhile, if anesthesia is required, Dallas provides a safe setting in which to receive it.

When did the incident happen?

On Friday morning at ten o’clock, Ortiz will make his initial appearance in front of a United States Magistrate Judge in Dallas. Should he be proven guilty, he faces the possibility of being sentenced to life in prison.

As of Thursday afternoon, Ortiz did not have a lawyer listed on their profile.

According to the Texas Medical Board, the cardiac arrest was caused by a series of unforeseen cardiac events that took place in the Baylor Scott & White Surgicare North Dallas clinic between the months of May and September. These occurrences took place over the course of three months.

Is anybody passed away due to anesthesia?

For instance, anesthesiologist Dr. Melanie Kaspar, who was 55 years old and worked at the surgery center, passed away in June, as reported by a CNN affiliate in the area known as WFAA.

According to the allegations made in the criminal complaint, she suffered a medical emergency and passed away immediately after attempting to cure her own dehydration using an IV bag of saline that she and Ortiz had taken from the surgery center where they both worked. According to the findings of an autopsy that was completed on or around August 24th, she died from receiving a lethal dose of bupivacaine, which is a common nerve blocker that is used during the delivery of anesthesia.

According to the allegations made in the lawsuit, an operation performed on an 18-year-old patient on August 24 resulted in complications that forced the patient to spend multiple nights in the hospital.

According to the complaint, after acquiring a large number of IV bags from the surgical center, detectives observed that two of the bags had tiny puncture holes in the clear plastic packaging.

Is there any similar complaint?

Ortiz was allegedly connected to a number of incidents when it was discovered that security footage linked him to those incidents. For example, on August 4, according to the lawsuit, Ortiz walked from an operating room to a bag warmer, rapidly placed a single IV bag inside, quickly walked away, and then quickly scanned the empty hallway. This occurred after Ortiz had just finished his shift.

According to the lawsuit, a bag from the warmer was reportedly used during the scheduled cosmetic surgery of a 56-year-old lady shortly after she experienced a cardiac emergency. The procedure was to take place shortly after the woman had experienced a cardiac emergency.

According to the allegations made in the complaint, there should have been video proof of another individual handling IV bags at the surgical center if Ortiz had not been in control of the incidents that occurred there. According to the report, “instead, the video evidence depicts Ortiz mysteriously placing solo IV bags in the warmer immediately prior to the negative occurrences that are the subject of the investigation.”

What is the complaint?

According to the complaint, investigators also learned that on May 19, Ortiz was being investigated by the surgical facility for allegedly going above the parameters of care with a patient. This information was obtained by investigators after reading the complaint.

According to the allegations made in the lawsuit, Ortiz experienced their first cardiac crises on May 24, which was one day after he was told of the disciplinary investigation.

According to the federal complaint, Ortiz initially earned his medical license in February 1991 and began working as an anesthesiologist at surgical facilities in Dallas during that same month.

What did the Texas Medical board say?

A disciplinary panel of the Texas Medical Board received notice of the allegations on September 9 and temporarily suspended Ortiz’s Texas medical license “after concluding his continued medical practice poses a continuing threat to the public welfare,” according to a statement issued by the Texas Medical Board.

Texas Anesthesiologist Arrested on Criminal Charges Related to Alleged Tampering with IV Bags Implicated in Death, Surgical Emergencies

Anesthesiologist Raynaldo Rivera Ortiz Jr. was arrested in Plano, Texas, on criminal charges related to allegedly injecting nerve blocking and bronchodilation drugs into patient IV bags at a local surgical center. As a result, at least one patient passed away, and multiple patients experienced cardiac emergencies.

According to the documents presented in court, a female coworker of Ortiz’s named M.K., who was 55 years old and had worked at the surgical center, suffered a medical emergency on or around June 21 and passed away immediately after attempting to treat herself for dehydration by using an IV bag of saline that she had stolen from the facility. Bupivacaine is a nerve blocking medication that is rarely abused but is frequently used for the administration of anesthesia. The results of an autopsy revealed that she died from a dose of bupivacaine that was sufficient to cause her death.

Two months later, on or around August 24, an 18-year-old male patient who was designated in court filings as J.A. had a cardiac emergency while he was undergoing surgery that had been prescheduled. After being taken to a nearby intensive care unit, the teenager was given a breathing tube. A chemical examination of the fluid taken from a saline bag that was used during his surgery indicated the presence of epinephrine, bupicavaine, and lidocaine. Epinephrine is a stimulant that may have been responsible for the symptoms that the patient was experiencing.

The allegations in the complaint state that workers at the surgical facility came to the conclusion that the instances involving M.K. and J.A. reflected a pattern of purposeful adulteration of IV bags that were utilized at the surgical center. They discovered approximately ten more unexpected cardiac emergencies that happened during apparently ordinary surgery during the months of May and August 2022. The complaint says that this is an unusually high rate of problems for such a short period of time. In each of those instances – which investigators believe took place on or around May 26 and 27; June 27; July 7, 15 and 18; and August 1, 4, 9 and 19 – the only way that medical personnel were able to stabilize the patient was by resorting to emergency measures. These included things like CPR, defibrillation, and chest compressions. The vast majority of the events took place during longer operations that required the use of more than one IV bag, including one or more bags that were retrieved in the middle of the operation from a stainless steel bag warmer.

According to the allegations made in the complaint, none of the cardiac incidents took place during Dr. Ortiz’s surgical procedures, and they started just two days after Dr. Ortiz was notified of a disciplinary inquiry stemming from an incident in which he allegedly “deviated from the standard of care” during an anesthesia procedure when a patient experienced a medical emergency. The investigation was prompted by an incident in which Dr. Ortiz was notified of a disciplinary inquiry stemming from According to the allegations made in the complaint, each event took place close to the time that Dr. Ortiz was providing treatment at the facility; yet, there were no incidences reported while Dr. Ortiz was away on vacation.

In addition, the complaint states that Dr. Ortiz has a history of disciplinary proceedings taken against him, that he has expressed worry to other physicians about disciplinary action at the facility, and that he has claimed that the center is attempting to “crucify” him.

According to the records filed in the case, a nurse who assisted Dr. Ortiz during one of his surgical procedures reported to law authorities that he violently waved away an intravenous bag that she had collected from the warmer after he had refused to use it. According to the allegations made in the complaint, surveillance footage taken from the hallway outside the operating room at the center showed Dr. Ortiz placing intravenous bag warmers made of stainless steel into operation shortly before the patients of other doctors experienced cardiac emergencies.

The allegation in the complaint states that in one instance captured on the surveillance video, Dr. Ortiz was seen hurriedly walking from an operating room to the bag warmer, placing a single IV bag inside, visually scanning the empty hallway, and then hurriedly walking away. The allegation further states that Dr. Ortiz then hurriedly walked away. A little more than an hour later, according to the complaint, a 56-year-old lady experienced a cardiac emergency during a scheduled cosmetic surgery when a bag from the warmer was utilized during her procedure. The incident caused her to require immediate medical attention. According to the allegations contained in the complaint, on another occasion, agents saw Dr. Ortiz leaving his operation room while carrying an IV bag concealed in what looked to be a paper folder, swap the bag with another bag from the warmer, and then walk away. A bag from the warmer was utilized during the cosmetic surgery of a 54-year-old lady, which resulted in the woman suffering a cardiac emergency. Roughly a half an hour later, another patient experienced the same issue.

A criminal complaint is nothing more than an allegation of unlawful behavior; it does not constitute evidence. Unless and until Dr. Ortiz’s guilt is established in a court of law, the law presumes that he is innocent.

Principal Deputy Assistant Attorney General Brian M. Boynton, who is in charge of the Civil Division of the Justice Department, was quoted as saying, “The safety of the nation’s pharmaceutical supply is of the utmost importance.” This matter will be aggressively prosecuted by the Department of Justice in accordance with the evidence that was acquired by our law enforcement partners.

According to the United States Attorney for the Northern District of Texas, Chad E. Meacham, “Our complaint says this defendant covertly inserted heart-stopping medicines into patient IV bags, decimating the Hippocratic oath.” [Citation needed] “A single instance of what appears to be purposeful patient injury would be troubling; numerous instances are absolutely frightening. At this moment, however, we believe that the issue is confined to only one person, who has been arrested and is presently being held in custody. We are going to put in a lot of effort to ensure that he is held accountable. It is currently okay to get anesthesia in Dallas while this situation is being resolved.
